I don't think the cops waited for any specific reason. The angle of the cop car and the size of the truck would make it so what the truck did was fairly well hidden if the cops werent looking right at them.

If the cop had loud music/noises/closed windows MAYBE they wouldn't hear the metal crunch/rip sound which the video isn't offering you... maybe. I assume they heard it.

Watch the front end of the cop car just above the tire carefully before it begins to pull out. It rocks down like someone has just sat down in the driver's seat, then rocks again quickly like someone is slamming the car door shut.

That bumper would have been plastic or urethane. It might not have made all that much noise.
